The office of the Department of Justice of the Philippines (DOJ) contacted a representative of the Spanish family last week to announce that they were beginning, as is mandatory, the formal procedure of searching for the abducting mother and the negotiation prior to the judicialization of the case.

The Philippine Department of Justice has a section in charge of handling cases related to the Hague Convention on the Civil Aspects of International Child Abduction. In this republic, the body is the equivalent of the Spanish Central Authority, which initiates procedures for the prompt return of children illegally transferred or retained in a country other than their habitual residence.

This gesture by the Philippine judicial authorities has been seen as progress by various sources consulted by Diario16+, although the family remains pessimistic.

"The Republic of the Philippines will honor the agreement"

The same sources have told this newspaper that they have full confidence in the Philippine authorities. They consider that it is the first case between the two countries, and, in addition, it has some special characteristics: it is not a newborn child case, it is about two minors rooted in a family of more siblings. A resolution that separates siblings from a family and starts an international agreement off on the wrong foot is inconceivable.

On the other hand, they point out that, unlike what happens with other countries (some African, for example, which are a paradise for child abductions), the Republic of the Philippines is an organized, developing state, and with an emerging line of social protection policies, especially for children.

The family does not believe the mother's word

The above optimism contrasts with the mood of the family that does not believe, at all, that the mother desists from her attitude. They have ample evidence of deception, lies and, above all, unfulfilled commitments on the part of Regina Magundayao Valdez.

As Laura  Rodríguez Caro, spokesperson for the family, tells Diario16+, "you must bear in mind that we are not dealing with a mother who protects her children, rather, we are dealing with a mother who’s determined to destroy her children's family".

The data completely supports Rodríguez Caro, since the family is already entering the ninth month without direct contact with the children, in addition to living with all kinds of online communications blocked by Regina Magundayao Valdez for 4 months. She also did not allow the father to talk to his children at Christmas and even on his subsequent birthday in January.
